This
document is the meeting report on “Exploring common ground: building a
better understanding and a closer alliance between family planning and
STI/HIV prevention activities” which took place at the World Health
Organization, Geneva in October 1999. The
meeting was the first part of a two-part consultation, and would address dual
protection at the global level, while the second part would consider dual
protection in countries of the former Soviet Union and some of the CEE/CIS
(Central and Eastern Europe/Commonwealth of Independent States) and Baltic States.

Feasibility and
Cost-Effectiveness of an Improved and Integrated Package of Routine Services
for Antenatal Clients Attending Public Clinics in South Africa.
Researchers from FRONTIERS and the Ministry of Health’s (MOH) Reproductive
Health Research Unit tested the feasibility of providing an integrated
package of services, including information on HIV and other sexually
transmitted infections (STIs), for clients at antenatal clinics. According to
the baseline data, less than 12 percent of antenatal clients receive
information about HIV or STIs. Demand for voluntary counseling and testing is
high, but only a small proportion of clients actually get tested. Training of
14 trainers was successfully completed; however, due to unforeseeable
emigration problems, the intervention was suspended.

Feasibility,
Effectiveness, and Cost of Models of Integrating Counseling and Testing for
HIV within Family Planning Services in South Africa.
FRONTIERS is working in collaboration with the Maternal Child and Women’s
Health cluster of the National Department of Health to provide programmatic
guidance on how to make counseling and testing for HIV more widely available
through family planning services and on the most feasible and effective ways
of doing this. The study will determine whether educating family planning
clients about voluntary counseling and testing (VCT) for HIV within routine
family planning visits is more acceptable than referring clients for
specialized VCT services. Researchers will compare two models of VCT
integration in terms of the quality of family planning services, the
intention to use VCT, and the cost per family planning client. The study will
also evaluate the effectiveness of the more feasible model with respect to
uptake of VCT and use of dual protection by family planning clients.

Developing an Integrated
Model for Post-rape Care and HIV Post-exposure Prophylaxis (PEP) in Rural South Africa. This
study, implemented in collaboration with the Rural AIDS and Development
Action Research Programme (RADAR), University of Witwatersrand, will introduce interventions to strengthen
post-rape services. These include analysis of existing training materials and
national guidelines for post-rape care management and PEP, development of
training workshops for health care workers on treatment of physical
injuries, forensic examination, treatment of sexually transmitted infections,
provision of emergency contraception and PEP, counseling and support needs;
initiation of a Rape Care Network to support survivors through community
outreach workers and support groups; and monitor client load, quality of care
provide, initiation of PEP, referrals and case management through a Rape Care
Register, client questionnaires, and a case management logbook.
